Price, for the right item. The eSE rate is the cheapest tracked shipping eBay offers, and it applies automatically once a listing's dimensions and price qualify. It only covers items priced under $20 that fit inside 11" × 6" × 1" and stay flexible enough to meet the guidelines, which a single sleeved and toploaded card in a card saver-style mailer usually does.
Where a bubble mailer wins
Reliability and anything over the eSE limits. eSE tracking updates are limited compared to a standard USPS label, and sellers report gaps where a package shows no scan for days at a time. A bubble mailer shipped under standard USPS First-Class or Ground Advantage tracking is more consistent, and it's the only option once an order goes over $20, needs a rigid mailer for a graded card, or doesn't fit the envelope's size limit.
What actually decides it
Item value and rigidity. A single raw or lightly protected card under $20 is the exact case eSE was built for. Anything graded, anything in a rigid mailer, or anything over the price cap needs a bubble mailer and standard tracking instead, whatever the cost difference.
