The short answer
If you are listing more than 250 cards, the Starter plan is the most expensive option on the board. It charges $0.30 for every listing past 250, and those charges arrive faster than you expect.
We paid $39.60 in 132 insertion fees over two days before moving up. The tier we run now includes 10,000 listings in the trading card category, and the charge went to zero the same afternoon.
This is the first bill that surprises everyone, because eBay does not present it as a plan problem. It presents it as a lot of small charges.
What actually happened to us
We opened the store, listed about a thousand cards in the first week, and on day two of listing the insertion fees started. 132 charges of $0.30, all on August 5 and 6, 2026.
The last one landed at 00:18. We changed plan at 16:04. There has not been a single insertion fee since, and that is the cleanest before and after you will get.
The tiers, and the only number that matters

The phrase that matters is select categories. Trading card listings sit under Toys and Hobbies, Collectible Card Games, which is on eBay's select list, so the ten thousand allowance is the one that applies to a card seller.
Starter does not participate in that allowance at all. That is the entire trap: it looks like the cheap plan and it is the only one that charges you per card.
Annual or monthly
The annual option is billed monthly anyway. The difference is the commitment, not the payment schedule, and cancelling early costs the remaining months divided by three.
Take the annual rate if you are going to be listing in three months. The saving is real and the penalty only bites if you quit.
What happens when you switch mid month
The change takes effect immediately, the allowance applies from that moment, and the charge you already paid on the old plan is not refunded. You pay a prorated amount for the remainder of the cycle on the new one.
So there is no reason to wait for a billing date. Every day you stay on the wrong plan costs $0.30 per listing, and the switch costs a partial month.
How to tell which plan you are actually on
Do not trust the store page, check the prorated charge. When we switched mid cycle the bill was $18.41, which is the new monthly rate times 26 days divided by 31. That arithmetic told us exactly which plan was live, and the old charge of $7.44 told us the previous plan was not the one we thought either.
If insertion fees ever reappear after you are on a proper plan, it is not the allowance running out. It means something was listed outside category 183454, and that listing is eating the smaller general allowance instead.
What this costs in context
Our whole first month produced $240.25 of revenue. Paying $39.60 to put listings up would have been over a sixth of that, for nothing, month after month.
